In 1.9/2.0 we add some decorative, parallax asteroids to most asteroid fields. Though painted (and implemented) using the normal asteroid system, they are inert and inaccessible.

• The asteroids are always added below the standard plane. We don't add asteroids above because they cannot be easily distinguished from active asteroids.
• All decorative asteroids paint below the starshine layer and are faded to the space background color (so they can be distinguished even in deep space).
