George said on stream that wander was supposed to avoid enemies, but does not. However, current wander is useful for enemies that move randomly before finding a target to pick a fight with. Proposed solution was wander order to support an additional option to either avoid or seek enemies.

In 1.9 Beta 4 I've added &evStdWanderBehavior; as an event handler, which avoids hostile stations (as long as you are not an aggressor). This is what Xenophobes use now.
