I saw a TL1 independent world that had 1 infantry as defense. I invaded with 4 infantry in 7 Reliants. The ground battle remained stuck in the "Invasion forces overrunning defenses, 0% casualties" phase for many watches; neither side took casualties.
Sending more transports + infantry and manually ordering the transports to land caused the battle to conclude once the transports landed.
