Otherwise it causes the procedural effects to be generated far too small. It also throws off SNAPSS, because that mod can't read fragmentation damage.
A good example of this is the Urak howitzer, which generates the smallest possible blast effect, despite being a howitzer, because the initial fragment is set to the wrong damage value.

...I wouldn't call this an API feature. It's just a missed damage value in the XMLs when it turns up. Although having the API check frag values would certainly help with it.
