This is a quick change to adjust difficulty settings, because of complaints about story mode being:
1) too easy (completely invalidating choice of equipment)
2) this isnt really a narrative game

Basically its 'haha funny' for 5 minutes, like downloading a godmode ship off of xelerus, but it gets boring for people really quickly.
Additionally, the outgoing damage buffs are too powerful and can break some scripted triggers that dont expect the sheer amount of damage that the player can do.

Phase 1 aims to simply adjust the difficulty modifiers:
Story mode: renamed Easy, 1/4x incoming, 1x outgoing
Normal mode: renamed Medium, 1/2x incoming, 1x outgoing
Hardcore mode: renamed Classic by community request, 1x incoming, 1x outgoing

Phase 2 will not be implemented until the rebalance work is properly underway.
It changes all ships to have FireRateAdj=10, and then reduces incoming damage on all existing ships by half. (Easy becomes 1/8, Medium becomes 1/4, Classic becomes 1/2)
Hardcore will be re-added at this point as a difficulty above Classic, with 1x incoming and 1x outgoing damage.

Testing results from the PR message: Easy is still so easy that I was able to play through all of eridani including doing the tutorial successfully (saving the freighter) with nearly 1000ms latency with keyboard-only controls over a laggy remote VM connection, but it makes your choice of weapon actually matter, and eventually the 0.25 damageAdj will fall off and require better defenses.
