I docked at a starton, went to the militia headquarters, and was offered a mission, which I declined. When I then went to the bar at the plaza and sat down, the captain appeared and offered me the mission again, instead of getting one of the use bar texts.

(Maybe the bar and the militia HQ are the same place? :D)
