Guards become passive, even after getting close, looting the station wreck and are even unresponsive when shot at.

If that’s happening, it sounds like a pretty nasty regression.

In 1.9, the AI is better about checking whether it can see a target or not. In this case, the guards could not see the player and so did not attack it. For now (in 1.9 RC 1) I've made the guards react by attacking the nearest enemy ship (or leaving).
In the future, we should add an order for the guards to search for the hidden enemy (e.g., along the direction of the shots).
