Benedict 04 used to be the only commonwealthColony mission so it was guaranteed to spawn at the selected station. However, now the Rescue Leonor Ren mission is also valid. In a 1.9b4 playthrough the rescue mission was created first, blocking the Benedict mission as commonwealth colony has a maximum of 1 mission per station.

Can be fixed by adding ignoreOwnerLimit="true" to the Bendict mission.
