In this run, literally the only CSCs I've seen are the CSC Terra and CSC Antarctica, so I wasn't able to get any fleet rank. When I went to the Antarctica's bridge, I got a message "LATER: No missions available." Then it spawned some defenders that went into orbit around it. No attackers spawned.
