Item spawning should have a probability system like encounters, where items are more likely to spawn in certain areas than others. For example, it should be possible for common Zyrran weapons or armor to show up in Procyon, but not at the same rate as in Zyrran space. (This might should be tied into the system attributes that encounters rely on.)

I would use this so that Near Star weapons (e.g., Otoroshi turrets) mostly spawn in the Near Stars.

At minimum we should support systemCriteria=, systemAffinity=, distanceCriteria=, and distanceFrequency=. Probably should also support levelFrequency= (adjust frequency based on system level).

 While level frequency is already generally well controlled by stations’ inventory generation criteria, it could help with things that are actually useful finds in any given system, such as map ROMs.
