I got the mission to go pick up a data ROM from Juan Carlos, and as soon as I undocked, three Sandstorms spawned directly on top of the CSC I got the mission from. These were in addition to the small swarm that spawns when you dock with Juan's freighter.

Fixed in 1.8 Beta 2.

I fixed the encounter code to make sure that it doesn't pick a spawn location near the player (or near other objects).
