If the rogue corporate executive kills the agent you were sent to protect, he will immediately gate out of the system, even if you start shooting at him. He should retaliate if you attack him as he is trying to escape.

Seems like this is another example of a general AI deficiency. See AI should fire at targets of opportunity with primary weapons.

This should be easier to solve. If the player attacks him as he's gating out, just switch his orders to 'kill player, then gate'. Having ships that are moving to a destination turn around to fire fixed weapons as long as they're moving in the right direction is a good improvement to the AI, but isn't what's needed here IMO.
