If you have a cargo hold expansion installed and you're carrying too much cargo, the dockscreen for Misc. Devices won't explain why it can't upgrade or replace it with a smuggler's hold.

Another thing to note: if you don't have a cargo hold installed, you can access the 'install' service if you have both a smuggler's hold and a cargo hold expansion, so that the dock can explain why they can't do either even though they never install cargo holds outside of upgrades.
