This may be an intentional change and not a bug.

In the St Kats arcology, the militia station gave me a mission (and subsequent ID) when I hadn't even so much as docked at a Korolov station. Previous versions stated they were only looking for experienced pilots (which meant you previously had some involvement with Korolov). Also no Battle Arena experience (h/t xephyr).

You're also eligible if you have sufficient Battle Arena rank - and the first Melee match is enough to qualify you.

The other thing that would allow you access is if you already had a military ID in your cargo hold.

I can't reproduce this on my end.

I have had games where the only Korolov was in Charon (and it was destroyed). I think you must have done at least some missions before, either from Benedict, mining stations or other stations, like raisu.
Could be tested by starting a new game, rushing to St Kats, ignoring everything between Eridani and St Kats then trying do a mission there.

One of the possible rewards from the rebuilt Korolov station after clearing the Charon system is a military ID. Having military ID bypasses the Korolov or Battle Arena rank prerequisite for militia missions.

Worked it out possibly. I had helped to destroy a Charon frigate that was patrolling around a Charon Stronghold and got the credit for it which, I think, ended up giving me 500 Korolov experience points from korFrigateDestroyed. Since anything more than 0 Korolov experience makes you an experienced pilot, the militia gave me a mission.

This may be intentional or it may be creep because I can't remember frigates patrolling a couple of versions ago.

The function that was supposed to give Korolov XP for destroying frigates was broken until 1.6.2. I'm not sure if frigates used to appear as station defenders. Their behavior was also overhauled in 1.6 something.

On the one hand, I think it's OK to get credit for killing a frigate, even if not tasked to do so. On the other, how does Korolov/militia know that you helped unless you were tasked?

I can see both sides, but in the interest of laziness, I'm going to leave things as they are for now.
