Momentum4 is serious overkill on anything short of a howitzer round. The NAMI is already absurdly common, very cheap, has extremely long range, good shot HP, good damage, options for tracking, good agility and no real downside to speak of. It really doesn't need to stunlock whatever it's hitting at the same time.
(It's also a serious problem for players in the Wolfen, who get sent flying by every hit, making aiming very hard)
Wolfens can typically just dodge, shoot down, or outrun the things - I rarely get hit by them when playing Wolfen. I think the most recent changes have balanced NAMI missiles pretty solidly.
The fact you can dodge a missile with excessive momentum values doesn't mean it doesn't have excessive momentum values. A KM100, a basic and not particularly powerful (on a per-shot basis) missile, has higher momentum than a mark III howitzer shell.
I'm fine with ships that are hit only very rarely being knocked back when they are hit.
