UPDATE: This is now true (again?) in 1.7A1a. They offer no services whatsoever without ID and give bogus generic reasons. If this is intended, they should just deny access to the dock services screen. Otherwise, they should have some services and provide the real reason for the others being unavailable.
You should be able to refuel and repair armor. Once you attain rank, you will also be able to upgrade weapons/shields.
Also, I've removed the armory option since you can now purchase upgrades (and missiles) through dock services.
You know the main use of the armory is to resell that equipment at a profit, right? Requiring it to be installed in the process is just inconveniencing the player, but not enough to stop them from doing it.
I did what nms wrote. I went to Armory (at max rank) and bought discounted stuff I could resell elsewhere. This was a major source of revenue in my previous games.
The rank discount might be a bit too steep? Maybe put it at break-even levels, or only a very slight profit.
Fixed in 1.7 Alpha 2. Player is not allowed in unless they have done at least one mission. Text explains they need to be a militia member.
